It's been a while since I took a flow control valve out (only did it once)but I think you need to raise it up as far as you can and at the same time use a pliers and pull the tube out of the bottom. That filter is on the suction side not exhaust. I would fix it if it doesn't require a split to do.

Rick, it sounds like your hydraulics are working normal, when in the draft position the hydraulics operate differantly, they are controled by the movement of the draft spring that is attatched from the hydraulic rocker to below your seat.
