No it's clearly dropping specific items from a certain loot pool. It does drops a subset of the world loot pool, but the chances is so low outside of DoE you can assume they're not available. The grind in dares is so real. I guess I wasn't clear but I meant the gear they just added from the previous seasons. But the grind for the red border weapons is taking forever though. I feel you. This is on my first character btw, I hardly play the other two. Second week in a row I've done my three runs and gotten a normal dares weapon with no red border as the drop. Frustrating because this is literally the only reason I'm even coming back into dares after resetting. edit: am dumb, learned you have to do the weekly legend run.
