All firearms in the state must have a serial number engraved. Any 80% lowers fabricated prior to July 1, 2018 require a serial number to be engraved on the weapon. Any 80% lower fabricated after July 1, 2018 must have a serial number assigned by the California DOJ. You can still legally buy and own an 80% lower in California without any paperwork.
