If the fan comes on, the temp switch is bad. If it doesn't, with the wires still jumped, check for power at the fan. If there is power, the fan is no good. The bearings are usually about the last thing to fail on a Prairie 400. I would check the cam chain tightener and adjust it according to the manual. Set the valve lash to proper clearances, as I would guess it is overdue too. The needle seat has a small screen and it was plugged only letting a small amout of fuel into the bowl. Most of the jets were clear but I still used music wire and air to clear any blockages.

Jan 4, 2019 · I have a 98 Prairie 400 that had a strange thing happen. Had been running fine, went to start it, got a brief flash of the panel lights then nothing. Checked main fuse, and the holder seemed like it wasn't holding the fuse properly, so I fixed that. Still no joy. Replaced main relay, still no joy.

If I recall correctly, I don't think the '99 400 has any detents in the shifter and linkage system, so Camo Joe is right. Unhook the linkage; if it still pops out of gear, then it's an internal problem.
