My thief can currently do this: Sneak attack + 2 offhand attacks + action surge + another attack == 4 attacks, that each does around ~30 dmg with hand x-bows + 1. It's insane. Fighter gives you ranged proficiency at level 1, action surge at lvl 2. Thief gives you one extra bonus action (translated into offhand attack).

I think the dual crossbows are the strongest way to build an archer swords bard in acts 1 and 2, but once you get to Act 3, I like transitioning away from dual cross bows and into the deadshot. 6 attacks at 70% accuracy vs 4 attacks at 90% accuracy is pretty close in damage (dual crossbow is still slightly winning).
