Calus is better because HC are kinda crap in PVE. IMO Zaouli's Bane is a better hand cannon that Calus Mini Tool. An SMG will typically have more utility and fit more play styles and cover more situations than a HC. HC look cooler though. And it's more important to look cool than to function proper.
