Fast hands doesn't reload faster, focus doesn't reduce flinch or increase hold breath, you don't get the arc for strong arm, I've never once seen a player not show up on a UAV that should have from ghost, cold blooded has never hidden anyone on my spotter scope. Yes, only on one of my ops tho. On one operator it's tracking normal, on another one exfils have stopped tracking (won't go past 7 despite completing contracts during deployment). It’s probably not showing you a new one at the end of each round. It’s probably showing you a duplicate of when you’ve already earned.

I wouldn't pay too much attention to your streak. Perks are not working so I wouldn't worry about any streak. I've had multiple 10 streaks and noticed no change in ai. Streaks are over rated anyway. The only time I've heard of this issue is in a team of 4+. The game only "checks" 3 bags on exfil, so don't exfil with more than 3 people on the heli. It could also just be bugs, I've had multiple missions that bug and don't track and had to be redone.
