He can go even in the most matchups, even on the hard ones if played correctly .That said I think Ryze is a great champion to learn the game on. Ridiculous wave clear. Great gank assist. His ult cn be used as both engage and disengage, but has risks in both. Its actually not too bad. The problem with lane ryze is that u have to face an oponent 1v1 with no dmg, no sustain, no nothing until u get a couple items. With ryze jungle youre able to safely farm (if the enemy doesnt invade you) and your ganks arent bad at all with a point and click CC. beacuse ryze has to stand still to use e-w you usually cant react to his q3 with it. you should try practising dodging his q3 since after that you can pretty easily e-w and run away. you should also try to just push and roam, you wont be killing him in lane. also get boneplating, go normal paherush build but with boneplating and overgrowth/tenacity

I quite literally have talked to several VERY high elo (masters+)coaches for my college/rec leagues and all of them agreed with me after. If you have a team comp that can look for a level 2 gank or are in a low kill risk matchup for the first 5 minutes of the game you are one of the strongest champs in the game lvl2/3 and then drop off a cliff until 3 items.
This new Ryze rework though feels so bad though. I can only imagine how it is for actual Ryze mains. First off, the shield being removed from the Q is quesitonable.
