It's a better version of the frayed blade in ds3 but to say the moonviel katana is better than the pkcs is a bit silly.Moonveil doesn't so much one-shot as insta-stagger a lot of enemies with the weapon art (the R2 version). A lot of tough enemies get staggered by one L2+R2 and then killed by the critical hit you can follow up with, and a good number of bosses get staggered in like two or three hits from it, too.

People get stuck on using the ranged attack as a crutch, while the actual katana moveset is extremely versatile and is, in tandem with the ranged attack, the key to being really skilled with it.
