Shadow Signet being in the game doesn't really have that much bearing on the accuracy of a Spell Attack unless an enemy is perhaps Flat Footed to you as well somehow. Or Frigthened. But that accuracy boost would nominally be shared by martials. Not to mention that Shadow Signet also fills the metamagic slot of a given spell.

The only item to my knowledge that can situationally increase your chances is the Shadow Signet, which allows you to target a monsters Reflex or Fort save instead of AC when making a spell attack.
