Honda accord whining noise when starting.

Car drives very fine in the morning without a whining noise but after driving for about 20 minutes, it starts to make a very loud whining noise and hard to turn either left or right when am still but not hard to turn when i press the gas pedal.Then, re-install the belt (about two minutes).
