You will almost certainly have to tie up in a double-parking fashion (or even triple-parking) as Red's is busy pretty much all the time, every day. The best location for your purposes is the Historic District, where you will be walking distance to historic sites and restaurants and can easily return to your hotel if needed. The Historic District is mainly residential, so very quiet.

Mt. Pleasant is a nice area. Personally, I would recommend venturing ~5-10 minutes further from downtown and staying in one of the beaches. Folly Beach or Sullivans Island being the closest. March is before the high season so prices should be decent, not sure how they compare to Mt. P.The carrier has a Diner (the Fighting Lady) if you get hungry. Many military displays are placed throughout the complex. Fort Moultrie is definitely worth a visit. The Visitors Center has a short free movie and artifacts as well as guides.
